KCC Departments

Kitwe City Council is the supreme policy-making body at local level. It is responsible for all aspects of city planning, development and service delivery. The Council formulates local policies and approves district development plans. It also discharges municipal functions including refuse collection, street cleaning and lighting, promotion of public health, maintenance of roads, and other services as documented in the sixty-three functions of local governments in Zambia.

Kitwe City Council is an autonomous body whose administrative organisational structure is composed of seven departments. In order to achieve the Kitwe City Council’s main developmental objectives, the council has been organised as outlined in the organisational chart shown here.

Human Resource and Administration Department

The Department of Administration is charged with the responsibility of managing, coordinating and planning all administrative functions of the Council, including specific responsibility for personnel matters, electoral functions, transport, and general services. Public Health Services Department

The Department is responsible for the provision and maintenance of social (including recreational), educational and other community development services, as well as the planning, promotion and maintenance of health and overall provision of community and environmental health services. Engineering Services Department

The Department of Engineering Services is accountable for the appropriate provision, supervision, coordination and management of all engineering works within Kitwe city, in pursuant to the provisions of the Town and Country Planning Act, Public Health (Building Regulations) Act, and other statutory provisions. The major responsibilities include life-saving and fire services, land surveys and road maintenance and regulating building standards. Currently, the Department has 270 members of staff. Read more…

Finance Department

The Department is mandated to ensure that there is efficient management of Council assets on behalf of KCC and Kitwe residents in order to maximise return from use of the said assets to sustain the provision of services. The overall responsibility is to source and collect revenue; prepare books of account in terms of management accounts and audited financial statements; prepare Council budgets and undertake performance management through budgetary control to ascertain value for money; administer the employee pay-roll and carry out an update of the valuation roll. Legal Services Department

The Legal Services Department provides legal guidance on all matters affecting the Council. The Department currently has 20 staff members. The Department offers prosecution and defence services in Courts of Law or tribunals on any matter involving the Council. Development Planning Department

The Department is the Chief Advisor to the Council concerning planning matters and is charged with ensuring that the Department operates within the confines of the Town and Country Planning Act Cap 283. The planning process is comprehensive and also addresses both the social and economic needs of the population. The Development Planning Department presently has a staff of 8 people. Read more…

Town Clerk’s Office

The Department of the Town Clerk is charged with the responsibility of overseeing the overall management and supervision of all Council operations. This includes matters relating to policy guidance and coordination, monitoring and evaluation. It has two sections namely Auditing and Purchasing/Stores.
